Likely a couple, possibly engaged or recently married, judging by the formal attire and posed nature of the photograph.

The seated woman and standing man was a common pose in professional studio portraits of the era, symbolizing partnership and social standing

 

Based on the clothing and style:

The man's top hat, moustache, and three-piece suit suggest a late Victorian to early Edwardian period (roughly 1890–1910).
